SCIA - clarification from the Liguria region

Regione Liguria, in response to a request forwarded by the Municipality of Genoa, has provided clarification on the applicability of SCIA (Reporting Certified Login) relativamente alla materia edilizia. La SCIA è stata intorodtta dall'Art.49 cmma 4 bis e comma 4 ter della Legge 122/10 e, secondo la Regione Liguria, pare avere come ambito di applicazione il rilascio di titoli abilitativi di natura non discrezionale e che siano richiesti per l'esercizio di attività imprenditoriale, commerciale e artigianale . Pertanto tale nuova procedura pare essere circoscritta lalle attività di Impresa, maggiormente bisognose di "semplificazione", e comunque è esclusa l'applicazione in casi in cui sussistono vincoli ambientali, paesaggistici o culturali. Non pare - sempre secondo la Regione Liguria - in grado quindi di sostituire integralmente la DIA (Denuncia di Inizio Activities). They expect more and different information from the public.
